Position Title: Program Director

(Regular, Full Time)

Position Objective
Oversee staff, budgets, policies and procedures to ensure program requirements and performance standards are met or exceeded. Create workforce development programs to meet the needs of job seekers, clients and employers in the community from concept to completion. Growing the agency by developing plans and assisting in drafting grant proposals.

Essential Duties and Responsibilities
Using continuous improvement strategies, assists the Executive Director in assessing the agency need for services and developing strategies to meet identified needs.
Determines suitability of grants, targets specific grants, collaborates with needed partners and writes or assists in developing grant applications to expand agency resources for program operation.

Using financial and human resources, leads program teams in visioning, planning, implementing methods and procedures, monitoring, meeting and exceeding program outcomes in the multiple programs under his/her authority.

Builds and maintains relationships/partnerships with related agencies and community groups on a local and regional level to promote employment and training programs and to develop strong linkages to state and national workforce development programs/opportunities.

Manages multiple complex programs under his/her area or responsibility by monitoring reports, data and program activities to ensure that progress is being made toward specified program objectives, modifies and/or changes strategies and methodology as required to redirect and attain objectives.

Develops, proposes, implements and monitors budgets for programs in his/her areas of responsibility, reporting concerns and recommendations for resolution to Executive Director.

Responsible for managing projects associated with Regional Planning and the Regional Career Counselor Coordinator (RC3) grant.

Coordinates program operation with granting agencies, including Minnesota Department of Employment and Economic Development by writing and modifying plans, grants and contracts.

Identifies, analyzes, and recommends to the Executive Director contracts with outside organizations, vendors, trainers, consultants and subcontractors to perform services for the Agency; coordinates program operations and monitors same with recommendations for improvement, change or discontinuation of contracts.
Informs Executive Director of status of programs through regular comprehensive reporting, assuring that programs under his/her areas of responsibility are operated in accordance with all applicable legal and statutory requirements.

Responsible for the Youth Council, including recruiting and orientating new Youth Council Board members.

Hire, orients, trains, and assesses performance for employees within his/her areas of responsibility. Identifies needs/opportunities and develops performance plans for employees under his/her supervision.

Hears client appeals and complaints, follows all grievance procedures, identifies and refers issues beyond purview of agency to Executive Director.

Approves or denies waivers for agency policy for programs under his/her areas of responsibility and reports same to Executive Director.

Maintains a current, working knowledge of pertinent laws, rules, and guidelines.

Acts on behalf of the Executive Director in his/her absence or by delegation as primary voice of the organization to the general public, media, etc. promoting a positive image and understanding of Career Solutions purpose and philosophies.

Assumes new assignments as directed by Executive Director.

Communicates agency standard of urgency in safety in implementation of all programs and services to staff who in turn communicate and require it of program participants.

Combination of formal preparation and relevant experience to qualify for position.

Formal academic preparation (or equivalent) to qualify for this position:

Bachelor or Graduate Degree in business, public administration, education, or human services. Ability to express and communicate effectively, both orally and in written form, including knowledge of the English language such as spelling, grammar and punctuation. Must have substantial experience with all Microsoft applications including but not limited to Microsoft Word and Microsoft Excel. Must have ability to pass a criminal background check. Credentialed as a “Certified Workforce Development Professional” or equivalent is a plus.

Licenses or certifications required to qualify for the position:
Must have valid Driver’s License with reliable transportation for off-site meetings both; in and outside of Stearns and Benton Counties.

Other training which is desirable for the position:
Considerable knowledge of programs and policies in connection with Workforce Investment and Opportunities Act (WIOA) programs and services or ability to acquire such knowledge rapidly. Leadership Training, Supervisory Training, Strategic Planning, Conflict Resolution/Negotiating, Budgeting and Financial Analysis, Human Resource Management, Legal/Grievances/Complaints, Affirmative Action/EEO/Data Privacy, Grant writing, Communications-Oral and Written, Group Process/Team Dynamics, Cultural Diversity, Marketing. Ability to speak, read, and write a language other than English is a plus particularly if it is Spanish or Somali.

Responsibility for Public Contact
This position requires a moderate to high degree of public contact.

Work Environment
Involves working in an indoor office setting, may include of site meetings/events, possibly outside of regular businesses hours.
